The next time Skyrim is inevitably re-released yet again, I'm sure Anniversary Edition will be baked in and non-optional, and then it too will transition from being DLC in the first sense to "DLC" in the second sense.

The Anniversary Edition is the Special Edition with the CC content installed. Both editions share the same game and is pre-loaded with the same dlcs. The only difference is the CC content. If playing on next gen console, there is a next gen update that is free. This basically makes the game run a little smoother than the on the previous gen.
The factions of Skyrim are but a shadow of Oblivions, and to me, are a bitter disappointment. Aside from this, the second largest problem with Skyrim is the sparsely populated communities, Whiterun is about 15 buildings on top of a hill, with a pitiful marketplace, and is supposed to be the trading hub of Skyrim. And Morthal?
