Numerous endgame activities are also gated by several DLCs. You don't "need" it, but you basically do need them to experience most of the game. #1.

(with the exception of the Legacy Collection, which is a bundle that contains the older, Legacy content (the Forsaken pack, Shadowkeep, and Beyond Light). Lightfall is a pre-order for the Year six content.

When you purchase a DLC, you are purchasing the license to use that DLC on that platform. This is how DLC has worked for years. Cross Save does not grant entitlements to DLC or transfer licenses for DLC to other platforms.
